Maybe there’s a good reason George W. Bush got so upset when Kanye West publicly stated, “George Bush does not care about black people.” The 2005 statements came in the wake of botched rescue efforts during Hurricane Katrina and were made in reference to Bush’s domestic policy. However, the 43rd US President is drawing glowing praise for his work in various African countries.

“At more than $5 billion a year in humanitarian aid to Africa, President Bush has given more assistance to the continent than any other president,” reports ABC’s Dana Hughes. “His administration’s aid was largely targeted to fight the major global health issues facing the continent, HIV/AIDS and malaria.”

The news comes after Bush’s Presidential Library dedication brought together five living US Presidents, including Jimmy Carter and Bill Clinton. The $5 billion figure factors in Bush’s President’s Emergency Plan for AIDS Relief (PEPFAR), which guaranteed $15 million in funds for prevention, treatment and research on HIV/AIDS. It also included Bush’s 2005 $1.2 billion program to battle Malaria.

While there was some controversy about PREFAR funds being used for abstinence-focused programs, both Clinton and U2 front man Bono were effusive in the praise of Bush’s efforts in Sudan, South Sudan, Zambia, and Botswana.
