Im not positive but im pretty sure that its federal law, even if youre convicted of a sex crime as a juvenile, you MUST register as a sex offender… I knew a dude in junior high who got convicted of rape, and sent to juvie for like 2 years, and he had to register as a sex offender… its one of those things thats meant to follow you no matter where you go, a badge of shame…
